SHELTER STUDY FINDS THAT OWNER NEEDS TO BE REACHABLE
A recent Shelter study revealed that while most people are basically good and want to help, there is only a limited amount of time that someone is willing to spend trying to return a lost pet. (Perhaps they are on their way to work and only have a short time before they must leave).
 
The study also found that when a person can no longer find time to track down the owner, they actually just let the pet go. This helps account for why less than 10% of lost pets are ever reunited with their owners.

The American Humane Association, states that ID tags are the first line of defense because they make it fast and easy to reach the owner. They are the key to being reunited with a lost pet. In theory that's correct, as an ID tag provides the person finding a lost pet with a number to reach the owner with a simple call.
